Martin Defense Group, a privately-owned defense contractor, is seeking a Program Management Director. The incumbent will join a group of talented Engineers, Scientist, and Innovators with tremendous top-side potential devoted to solving novel technological problems with national defense implications in the fields of Amphibious Vehicles, Autonomy,  and Naval Architecture among others. The Program Management Director is responsible for high-quality, on-time and on-budget execution of all programs in their assigned program portfolio. This portfolio could consist of a mix of research and development programs for DoD, NASA, and other U.S. government agencies that can range from small business grants to large multi-year programs and may include U.S. government acquisition programs of record. The Program Management Director will work with each of the Program Managers supporting the portfolio to ensure strong program performance with all objectives and milestones achieved.


In this role, the Program Management Director will work closely with the Vice President of Programs to execute the company’s strategic vision. The Program Management Director will develop and execute a plan across portfolio programs to ensure timelines, budgets, and profitability targets are met. The program Management Director ensures that the Program Managers have adequate tools and staffing resources to achieve their project objectives and collaborates closely with engineering colleagues in this endeavor.


Important duties also include communicating progress and highlighting risks, timeline delays, and other issues to senior leadership and executives.


The ideal candidate will have 10 or more years of direct experience in program management or engineering program management on programs involving engineering design, development and fabrication with DoD or other government agency customers on FAR/DFAR contracts. The candidate will have a track record of establishing and successfully managing a performance management baseline with earned value management techniques.   • Program management direction of programs of varying size and complexity.
  • Functional programmatic oversight of Program Managers leading multi-disciplinary project teams comprised of engineers, scientists, and technicians.
  • Responsibility for tracking cost, schedule, and meeting top-level technical objectives for programs within assigned portfolio.
  • Support the writing and review of proposals for new contracts.
  • Clearly communicate concepts and ideas with engineers at varied experience levels.
  • Represent the company in an inward and outward facing leadership position by proactively and effectively communicating with coworkers, customers, subcontractors, and vendors.
  • Collaborate effectively with contracting, purchasing, finance and compliance teams.
  • Maintain familiarity and awareness of active programs at the company.
  • Work with contracts department to review U.S. government contracts of various types (CPFF, FFP, T&M) for terms and conditions that have an impact on programs, including the Contract Data Requirements List (CDRL) and government security restrictions.
  • Consistent and reliable working hours are required for this job.
  • Occasional travel is required for this job.




  • Master’s degree in science, technology, engineering or math field from an accredited college or university.
  • 10+ years program management or engineering project management experience
  • Supervisory experience, responsible for employee career mentoring and appraisal.


  • Bachelor’s degree in science, technology, engineering or math field from an accredited college or university.
  • 15+ years program management or engineering project management experience.
  • Supervisory experience, responsible for employee career mentoring and appraisal.




  • Experience managing U.S. Department of Defense projects under FAR/DFAR.
  • Experienced managing budgets and schedules with ability to convey information to varied levels of staff.
  • Experience working effectively in a matrix organization and maintaining strong communications between program management and engineering teammates
  • Strategic planning: analyzes work, sets goals, develops plans of action, and utilizes time effectively.
  • Knowledge of engineering system design, development, and fabrication.
  • Exceptional written and verbal communication skills.
  • Ability to balance multiple tasks in a fast-paced environment, while working effectively with others in a team.
  • MS Project experience.
  • Earned Value Management experience.
  • Project Management Professional (PMP) certification is a plus.




  • U.S. Citizenship.
  • Ability and willingness to obtain a U.S. Government SECRET security clearance.
